Gujarat has 19,270+ DPIIT-recognised startups. They have created 2,14,800+ direct jobs, per the Government of India’s data as of 31 March 2026. Only a few states are ahead or close.
Now zoom in. Ahmedabad is a big, busy hub. Surat is a trade city that is learning to write code. Vadodara is the quieter one, where universities do much of the heavy lifting. All three are good places to start up. They are good for different reasons.
So which one is right for you? This guide gives a plain answer. It compares real incubators, costs, and programmes, with source links. One point first: the government ranks states, not cities. We found no official city-wise ranking. So we compare what each city actually offers. This guide is part of Gujpreneur’s series on Gujarat startup support.

Ahmedabad: Most Doors in One City
Ahmedabad has the state’s largest cluster of startup institutions. Here is what each one offers:
- i-Hub Gujarat: grants from ₹2.5 lakh to ₹10 lakh through Startup Srujan. Its co-working space in Navrangpura costs ₹3,000 per seat per month plus taxes. See our i-Hub Gujarat guide.
- GUSEC: core incubation with no fee, rent, or equity, per its website.
- IIMA Ventures: paid workspace on a 6-month contract.
- iCreate: a 40-acre campus for hardware and deep-tech teams.

Money follows these institutions. Inc42 reports that Ahmedabad startups raised $930 million across 160 deals from 2014 to 2024.

Surat: Industry First, Tech Second
Surat is known for diamonds and textiles. Its best startups often solve problems for those trades.
The local support is practical:
- ASHINE: a technology business incubator at SVNIT.
- Southern Gujarat Chamber of Commerce & Industry (SGCCI): hosts the Surat Startup Summit, which connects founders with investors and industrialists.
- Surat Startup Studio: part of Parul University’s studio network.
Tech is rising too. One tracker, using Tracxn data, counts 220+ SaaS startups in Surat. But only 11 have raised institutional money. So most Surat founders bootstrap.
The catch is fewer investors sit locally. Many founders travel to Ahmedabad for funding.
Vadodara: Campuses Lead here
Vadodara’s startup scene grows out of its universities.

Parul University’s PIERC began in 2013 as an Entrepreneurship Development Cell. It became a Section 8 incubator in 2015. It says it supports 300+ startups and lists ₹15+ crore in government grants across SISFS, SSIP 2.0, and Startup Gujarat. It also offers FabLab prototyping and clinical validation through the university’s 1,100+ bed hospital. Its Vadodara Startup Studio runs the Incubation and Growthpad programmes.
The city also hosts the Vadodara Start-up Festival. Its 6th edition ran from 21 to 23 January 2026. Startup India’s incubator list also names Savli Technology & Business Incubator and Catalyst Atal Incubation Centre in Vadodara.
The catch is the scene leans heavily on one university network.
Do You Really Need to Move?
Usually not. Much of the support works across Gujarat:
- Grants are not tied to a city. Track the latest in our monthly Gujarat startup grants list.
- Students at non-grantee institutes are mapped to a nearby SSIP grantee university. See our SSIP 2.0 eligibility guide.
- Regional centres: GTU’s Innovation and Startup Centre has centres in Ahmedabad, Vadodara, Rajkot, Mehsana, and Surat.
- Studios: PIERC’s startup studios cover Vadodara, Surat, Rajkot, and Ahmedabad.

How to Choose in Four Questions

Whatever you pick, get your paperwork ready first. Follow our DPIIT registration guide for Gujarat. Many grants and incubators ask for the certificate.
